It's been kind of vague. It has nothing to do with the characters we know, except Monokuma, who's the villain again.
The ratio between characters I liked and hated were much further apart in DR2 as there were quite a few I felt were underdeveloped by killing them way too soon (yes I'm talking aboutHiyoko) If Fuyuhiko could be redeemed so well, than she would've at least been on Togami's level of being accepting, even if they'll a bit passive about it.
