But one is innate, like flexing a muscle it is part of you, so shouldn't there be a huge amount of time and development have been exhausted on children to make them push as far as they can and learn to control it?
What if some poor bastard later in life starts to use theirs, it grows and causes more collateral damage? What if they just fucking react to a situation attempt to help people and go a bit too far? Well apparently you also get superhuman strength/endurance at times as well, just through training. The last arc had the kids exhausting themselves just to work on strength, quirk time etc. Simple things that can be done with enough terrain to go wild in.
Kacchan doesn't blow himself to pieces, fire people don't kill themselves or set their surroundings on fire. Look at the tail kid, just a fucking meaty tail, he got into the course by simply being that fucking badass strong with martial arts, the tail is just a utility, a third arm if you will. So he sets a precedent that a great quirk is not the be all end all of this world and that average joe (or shit quirk) could theoretically reach super human and help do hero things.

The original quirk was a power accumulation quirk. It increases power over time making the owner of it stronger and stronger throughout their life with the limit being the person's death.
When it merged with the transfer quirk it essentially removed this limit, so as long as it's transferred to a new owner before the current owners death, it will keep increasing in power endlessly over time. That's why each owner is stronger than the last.
And not all the owners were quirkless before recieving it.

Basically with this series you have Midoriya with his two primary friends (Ochako and Iida).
Then you have Bakugou (explodokid) as the asshole rival, and then Todoroki (ice and fire boy) as the more stoic rival/eventual close friend.
They're the main kids with the most real focus who factor in pretty much everywhere. All the other students sort of drift in and out of focus as they have their 'moments' with Midoriya. Of course some are slightly more relevant than others. bird boy, frog girl, big boobs create girl and pervy sticky ball kid all make a lot of showing.

I have a theory. OfA is a quirk that accumulates power, right? So there's this reserve of power constantly building up, occasionally getting passed on. Now, just by having that power, it can give you a ton of strength, just passively. Like, you have a big reservoir in invisible OfA-space behind you, and also an "overflow" pool of strength that stays in your own physical body, like the water that stays in the tap's pipe after you shut it off, and just having that personal pool makes you pretty damn strong. "100%" is when you fight without holding back that strength, but also don't use up any.
When you use above 100%, what you're doing is actually tapping into the larger strength reservoir of the quirk itself, and draining it a little, to get even more strength. Theoretically, if you used over 100% strength too much, the amount of power OfA has in reserve would actually start declining. But, it's generally growing faster than any of its users actually use it up.
So, see, when All Might passed on OfA, he was still strong for a while, because his personal pool of power stayed with him even though the big reserve had moved to Deku. Reusing the metaphor, he still had some water in the pipe even though the water tank was gone. But whenever he used above 100%, he was draining that smaller pool away, and it wasn't replenishing any more, so eventually it was used up.

Isn't that like the reverse of the flame metaphor we saw? All Might's OFA flame got weaker everytime he used it, going Plus Ultra just made it go out faster until he couldn't use more than the embers of the flame.
Deku has to make his flame larger, however that's supposed to happen. Physical training, keeping OFA active 24/7 with Full Cowl or something else. He needs a bigger flame.
