Natsu. It's all Natsu's fault. Throughout the episodes, everyone had good intentions and helped out Machi to the best of their abilities. Natsu had been unknowingly sabotaging Machi and her attempts to become a city girl at almost every given opportunity.

Yoshio is completely self absorbed and used her as he pleased.
Hibiki took her side a couple times but she still kept using Machi as a punching bag whenever she was stressed.
The rest of the villagers completely ignored Machi's plight.

Yoshio literally didn't know Machi didn't want to become an idol. He even offered to stop the campaign completely if it wasn't for Natsu. Hibiki might have been physical but she cared enough about Machi to tell Yoshio off about his treatment of Machi like a doll. They all had good intentions but flawed execution, except for Natsu. He was screwing up Machi's attempt to become a city girl, knowingly or not.
