Well when you really look at it, out of 6 series (not counting Macross II) 4 have had UN Spacy pilots as protags, and only 1 so far (Delta) has had them as potential villians. Usually it's just the higher ups that are portrayed as dickheads while the common soldiers still get the hero treatment. Walkure had already been nearly killed once in the battle and there was really no reason to believe that Freyja would have been able to continue to drown out Heinz long enough for the cannon to cool and fire another shot.
