Nothing ever stated the Irene has the same exact parents. Also the Joestar family tree is way larger in the SBR universe.

It's sort of implied, since she has a birthmark and her dad, who was killed by Made in Heaven, was reincarnated in the new universe. I think if it really was the Ireneverse, they'd at least reference it.
