The U6 and U7 Kais we've seen were garbage, though. Only the Hakaishin showed to be actually powerful. Pic related spent the entire Buu Saga being completely useless.

I don't think you can put it all on his mom, in general the earthling cast was important throughout the series in repressing the vicious nature of the Saiyans. Don't forget Goku murdered people on many occasions in DB, but he was mostly good natured due to brain damage/his grandpa/roshi/bulma. Vegeta had probably the biggest character change I can think of in any anime, once again due to primarily interactions with the earthling cast. Piccolo bucks this trend a little because it was really his experience killing Goku and with Gohan that resulted in character change, and moreso once he fused with Nail and Kami who were both "good guys". IIRC when he killed Goku he had some thoughts to the effect of "great, I finally avenged my father and slew my rival. wait, what the fuck am I supposed to do next."

Piccolo was ENTIRELY willing to throw himself at Cell but fucking chickened out against Supreme Kai.
Supreme Kai could be SSJ2 tier and still be ineffective in the saga he was relevant. The level was just so high that anyone who wasn't SSJ3 tier or above was shit.
Vegeta proved that when he was SSJ2 AND Babidi buffed and still got effortlessly beat to shit by Buu to the point he couldn't even move without his son helping with a sneak attack while Supreme Kai soaked as much damage while also actually counter attacking, though it was entirely ineffective.
Not to mention he literally help Gohan still while in SSJ2 with a gesture.
People just underestimate Supreme Kai because of what was happening in the Buu saga but he could have probably taken Perfect Cell in a straight up fight.
His only fear when he was chasing Babidi was that he didn't want people giving ki to Buu while fighting, not that he couldn't take Dabura himself. Buu's release was the ENTIRE end game of his attack and why he didn't act before.
