I was thinking about this the other day, but barring Saionji and Mahiru the whole cast makes really good sense to be Ultimate Despairs. You can have all of them do malicious shit with their abilities and have it really be no huge stretch. Even Ibuki can poison the minds of youth with drugs and satanism. My only real problem is Mahiru who, although possibly being a murderer before even becoming a Ultimate Despair, doesn't really do much besides that pictures, and Saionji, who just dances. Might also be because we never really get to see them use their abilities in the game.
