Regular fusion takes the power of the fighter when they have equal ki, while potala take the 100% of both of them plus a rival bonus.
Example: if one fighter has a power of 100 and the other a power of 90 then the regular fusion will take 90 (90%) from the first and 90 (100%) from the second. Potala takes 100 (100%) from the first and 90 (100%) from the scond lus the rival bonus.

The rival bonus likely applies to regular fusion too, and the "matching powerlevels" is just to get the technique to work, it doesn't mean the "surplus" gets thrown out. Otherwise fusions couldn't go super saiyan.
That said Vegetto is permanent, so he's win after 5 minutes.

You should, consider this: it was initially thought fusions had to be done as super saiyan so they would use the max powerlevel they could. Goten and Trunks discovered you could lower your powerlevel to below super saiyan, fuse, then transform. If the amount lowered in fusion to match the participants was "wasted", then they'd be wasting roughly 49/50ths of their power by fusing outside of SS.

How so? Max powerlevel is max powerlevel. If there's no difference fusing the power of 2 super saiyans, or fusing the power of 2 regular, 50-times-weaker saiyans, then the fact that one of both participants go slighly below max to fuse should not have any effect.
And also, (10 x 10) x 50 is way less than 10*50 x 10*50, anon.
