Probably, because part of the show was that there are fates we cannot escape from. She was also trying to use violence against the shogun and a revenge to escape her past and the trauma that turned her into such a scheming lonely person, and the show was adamant that that sort of method never ever worked out. Togame was a person who was trapped by her past, and could not escape it, because she couldn't accept the path out that was simply letting go and living with Shichika.

Correct me if I'm wrong, but did she? She was the same as Togame in the sense that she had her scheme that she stuck to. She shows pretty clear unhappiness that part of that scheme involved Togame. She also fully accepted that her scheme was likely going to get her and Endymion killed as well and the only reason she didn't die was because Shichika let her live.
