Synchro was longer than it should've been, but that and the hotel shit were the only issues with it. The duels were all good for character development. The top/commons subplot was neat and Jean was a fun villain. Additionally, the last leg of the arc is fantastic not only in terms of spectacle but in terms of rounding out Yuya's character as well. It's at the very least Okay tier.
5ds part 2 starts with 50 episodes of pure filler, the WRGP introduces nobodies that it then throws out right after their duels end and it destroys Aki's character, Yusei's character, and turns Jack into a parody of himself.
The only saving grace of 5ds part 2 is arc cradle which isn't long enough to justify the rest of the garbage.
This show has gone to shit so bad that I wont mind if Nanone-San turns out to be the mastermind behind everything

Yusei absolutely had a character.
He was a hotheaded kid from the slums who valued his friends and was prone to acting stoic to hide his emotions. He behaved somewhat coldly to strangers due to his upbringing making him somewhat distrustful of others, but he was not necessarily unfriendly at his core. He's not a particularly deep character, but he was a character who only really got involved in DS arc because he wanted to protect his friends.
He then becomes a walking friendship PSA who decides to protect the city just because.
The council thing felt more like they were just taking advantage of the hype of the post-Jack defeat to try and shift away responsibility before shit potentially got worse. Could've been handled better, yeah. But, their actions felt right in the given context. Additionally, with Reiji trying to head to make Roger (the head of security, the bane of the commons) take the blame for the chaos in the city, it seemed like a very sound way of handling the situation overall.
Synchro arc is very important for Yuya's and Shun's development though. A lot of their actions don't make proper sense without the arc, since Shun goes from distant but caring to MUH NAKAMA and Yuya goes from a conceited crybaby to a less conceited, confident, well rounded tomato.
The plot of the arc is definitely far more tied into giving Arc-V world building rather than progression of the core narrative; and therefore isn't directly impactful on the most important events, that's a fact.

Nowadays you only have to ban one card and the entire deck falls apart until its power crept and no longer worth banning. Pre-2006/8 stuff can fit into any deck even today which is why they're still on the list.
There's also a pretty big problem of current cards breaking old ones since they didn't count on stuff like Foolish Burial being a 1 for 1.
