Not him but a good character design is a character you can tell apart from others at first glance by silhouette alone. It's not determined by whether or not you want to fuck them. These three are just basic women with pink hair among which only one has a somewhat distinctive hairstyle.

They're not really bad for what they are, since they're just unimportant side characters who don't need to stand out. But they're serviceable designs in the sense that they match the overall weird aesthetic of the HxH universe.
HxH's background girls sure are cute, but don't consider them a waste because that's all they are. Cute. Most of the plot relevant ones have more memorable designs.

Okay, mister puritan. You realize that "sexy" isn't some kind of default, right? A five year old could draw two big circles on a vaguely feminine shame, but that doesn't mean that he's just designed a girl that people are going to find hot. There's no end to artists who try to draw sexy girls but fail to make any who stand out from the crowd. It turns that much like making a character who looks really cool without falling into the countless possible pitfalls in such a process (including simply lacking the artistic base), making girls who are cute and/or sexy requires being a skilled artist and character designer, too.

One good thing about Togashi's female character design is that he doesn't actually make them attractive all the time. Some are flat out ugly (Senritsu, Bisky in Jojo form), some are attractive but with notable imperfections (Paku, Komugi, ant Palm), some are unique/strange (yandere Palm, Kiko, debatably Pitou), etc. Sure, they aren't all waifu material, but their designs often reflect their characters in a meaningful way and it doesn't veer into sameface/samebody territory.

Elaborating some more, what exactly is "a good character design"? I think that we've established that "can recognize the silhouette" is a retarded definition.
When people say "good character design", that means that they find it (yes, as usual when discussing fiction, "good" is an extremely general and subjective statement; assuming that the work passes the threshold of amateur bullshit that just feels off to all onlookers, people are not going to agree here) charming and/or interesting. Some things that tend to add to this:
-Style (in regards to sex appeal, this would mean good grasp on anatomy, and understanding of how different elements come together to create strong sexual appeal, including demeanor, physical traits, and clothing; you can't just put big tits on them and call it a day)
-Motifs (things that tie into the character's history and add personality)
-Viewer's eyes are drawn to a small number of particular aspects of the character that give them an identity; neither so busy that it all blends together nor so simple that there's not enough to look at
From an artist's viewpoint, depending on the work, another aspect of good character design is being easily reproducible.
In other words, yes, I'd say that wanting to fuck a character makes her design good, from your standpoint. Wanting to say otherwise is just a kneejerk reaction that's been ingrained into you to see sex appeal as childish and lesser. You're not putting much thought into what's coming out of your mouth.

A fuckable character can just be naked. At absolute most it requires decent anatomy, it doesn't need any actual elements of design. It says the character designer can draw, but it doesn't mean they have done anything remotely interesting, creative or meaningful with it. I guess attractiveness stops a design from being flat out bad but that's far from making it good.

This is sounding like the mentality that created modern art.
The most important thing in art is communicating with the viewer (not to be confused with simply expressing yourself). It doesn't need to be profound or emphasize originality above all else. It can be amusing or charming.
It is possible to have a "generically cute" background character that was thrown together in two seconds with no love from the artist (long straight brown hair, brown eyes, school uniform, done), but even that showcases solid art style, which crosses circles with character design.

Are you seriously trying to say that a character design is just the clothes? Combination of elements, anon. They still have their body features and body language, which are important character design elements.

We're talking about GOOD character design here. Not passable design, not appealing design, design that is notable and worth talking about because of how it contributes to the work in, yes, a meaningful way. Fucking 99% of anime characters are sexually attractive, it's an absolutely worthless metric because the standards are so low and all it takes is a decent artist copying the generic industry standard look.
And of course design isn't just the clothes, but it shows how little needs to go into a design for them to be fuckable.
