Second of all, disc sales was never truly the sole way of determining how well an anime sold, but it was a pretty good indicator. These days there's a bunch of other factors that go into how well an anime can do like merch sales, streaming figures and shit like event tickets becoming a thing. BD market for anime in Japan is in decline and streaming and PVRing makes it virtually obsolete outside of event tickets and shit which people seem to be starting to lose interest in. It would stand to reason that people just want competently produced shows to watch again, not just raffle tickets and trinkets with a couple shitty anime episodes slapped on a disc that can clearly fit the entire show on it.
Like just imagine it, an anime landscape without get out of jail free event tickets and nothing but a show to sink or swim on the stream based on its own merits. It wouldn't bring out a golden age but it'd force more producers to get their priorities back where they ought to be again
