Yes. As it was established back in the Cell Saga. Trunks created a timeline he went back, and didn't realize this until he got back. Once he realized that his main objective was to fight with Goku and learn the weakness of the androids so he could take that weakness back to his time. In one timeline he succeeded in this.
That's the timeline that Cell came from, he was a lot weaker there and Cell killed him.
The differences between timelines and universes is that no one (as far as we know) has a 1:1 doppelgager. The saiyans of the other universe were completely different from the regular one.
Seriously, the time travel was probably the ONLY thing Toriyama did DBZ that was well thought out. Most other media don't do timetravel because it creates a shitload of contradictions (If I change my past that means that my life is completely different and I won't ever go back into my past to change it in the fist place) DBZ avoided this with alternate timelines as it's the simplest way to deal with time travel, though apparently not for you.

Timelines and universes are completely different. I think the reason people are getting confused is because of of DBS's definition of what a Universe is. In the real world a Universe is a seemingly endless amount of space with countless galaxies in it.
