The first two episodes of the anime are kind of weak actually, but later on it's additions get very good, aside from the last season, which stayed very close to the manga adding only couple of scenes throughout an entire year.

From what I gather there are quite a few uninterested in the seriousness of the recent arc. I also believe not being scanlated by Mangastream affects it because of the crossover of audiences from people who go there.

Zura, Sakamoto and Umibozu svaed that arc.
Kamui is a little shit and hid plotline was always the weakest in the story, but Kagura and the rest were done as much justice as this mess could allow.
Also Gintoki trying to headbutt Umibozu out of commission and almost dying is among the best Gintama jokes.
