Not in One Piece. Oda writes this manga for young boys, and young boys can actually be concerned with something like that.
That's why when Oda makes a set of villains or whatever, he gives his young boy reader an easy way for them to know who is stronger than who so when the fights start, they make sense to them.
For CP9, they were ranked by douriki. Zoro fought the guy with the second highest, and Sanji fought the third highest.
In Skypiea, the priests had their trials with 'survival rates'. Zoro fought the guy with the 0% surivival rate, so he was the strongest. Chopper beat the guy with 50%, thus the weakest.
Alabasta, Baroque Works were literally ranked by number in terms of strength. It was stated as much.
The same works with bounty. Oda would give a guy a bounty of 500 million because he pissed on Akainu's carpet or something. He wants the reader to see that a guy with a bounty that huge must be really fucking strong.

Being more dangerous and thus having a higher bounty means the marines will try harder to catch you, and only the stronger will survive and escape. A bounty is definitely a good way to gauge a pirate's minimum strenght.
There are exceptions of course. People who are in the process of rising, like luffy at the beginning of the story. People who keep quiet, like blackbeard at the beginning. Or when oda is playing it for laughs.

robin wasn't a pirate. She didn't navigate with a flag on her ship announcing her presence and attack islands. She hid.
And usopp is part of luffy's crew, he doesn't navigate alone. He has luffy's protection. And anyway his bounty isn't higher than luffy, so he won't bring a greater attack on his crew from the marines than luffy himself does.
But for pirates who aren't hidin, and who navigate on their own? Their bounty reflects their strenght because if they didn't have the power to back up the threat that they represent for the government they'd be in jail.
And actually for rising pirates the bounty may underestimate their strenght.
