To claim such a being "did something wrong" or "is wrong" in anything it does or deems appropriate, is preposterous to the least, for this being is the single most highest form of "power" truth may be fixated to.
By the end of the movie, "everything" IS Homura. And what can "truth" be, if not things themselves?

The reason I think it's going to be a movie rather than a season is because if they're not going to introduce any further major complications to the conflict (such as wraiths or witches or what have you), everything is already set up. There only needs to be a push to get things moving (presumably where Mami comes in), and the yuri-filled climax (no pun intended) would emerge in short order, and then eternal duality.
I suppose if they wanted to give character arcs to the other girls, though, then they would have to produce a season, but I don't think that it's necessary.

I agree on the movie end. It would even feel more appropriate for the scale the conflict is on now. It would feel weird going from Rebellion's level of detail and action to go back down to the relatively empty world of the series.
They easily could go and do a new season, but everything at that point would be a lead up to said climax. Homuras universe seemed unstable to begin with, so to me it's more a question of what will get the ball rolling down the hill we left off in Rebellion. Once that event is triggered, everything from then on will be moving in that direction.
The other thing of course is the mystery and reveals are what made Madoka such a great series to watch. Right now as far as we know, a series would mostly lack that and at worse be a retelling of the detective segments of Rebellion.

The thing is for the first time, we have a very good idea of what is going to happen. The question involves how the events play out. For the TV series, we had no idea how the world worked and the driving forces behind the plot, or what Madoka would end up doing. For Rebellion, we had no idea that the Incubators would provide a catalyst that would allow Homura to usurp Madoka's godhood. Now, we pretty much know that we're headed for a yin-yang ending. Because of that, a series could potentially have excessive filler in terms of elaborating the steps to reach that conclusion.
