I do need a good revenge story, but they're usually poorly handled. You gotta find that right mix; they deserve it, its super satisfying to see them fall, and their end isn't anything quick so that its just over and they don't have to suffer as they basically won.

Shield Hero's a terrible example of a story, because Naofumi is right in the end. Who is Naofumi, really? He's sort of an emo-ish little shit. Even from the start, he isn't very likeable. Sure, the accusation is bad, but...Think about this.
What is no-one trusts the Shield Hero, because the last guy was the one who went bad? It could've been a golden age, but the Shield Hero rallied the beastmen and armies of demons against the kingdoms of men. The other three took up their weapons one last time and marched against him, and in the apocalyptic battle that followed everyone died. The reason why people don't trust the present holder is because the Shield might be corrupted. Is it? We can't tell - We know the last guy completely lost the plot, and dragged everyone into a world war.
Another thing is that the other three heroes are stupid. They never accomplish anything of worth, and their great successes become the foundations for later disasters. Like a self-insert protagonist, Naofumi is the only guy who is SMARTER and BETTER to show up all those dumb jocks and their perfect hair and teeth, to reveal that his brand of cynicism and sulking is the best way forward.
If I really wanted to hurt the readers, and to hurt the readers bad, I'd have made Rapha attracted to the Spear Hero and made him completely genuine. Yes, he's a goober and a moron. But he also *is* basically a good guy who is now the knight in shining armor he always wants to be. Sure, Naofumi is also a good guy deep down, but you have to search for reasons to like him, you know? A girl would like the other guy because he's charming, he believes in things like right and justice and heroism, and he can *back that shit up*.

Konjiki no Wordmaster does the same thing, and a slightly better job of justifying why The Heroes tend to be such immature shits. Granted, Wordmaster also has The Scheming King figure, but the Heroes have almost no genuine contact with people who aren't explicitly assigned to handle them, and have little experience fighting alongside normal people. They only ever fight monsters, are escorted by the stereotypical Knight-Captain Badass character, and only see commoners when they're being applauded or in a parade.
If they spend no time interacting with the peasants, and all the time interacting with nobles and badass knights, is it any wonder they become divorced from the problems of commoners and see them more as background figures than real people? Contrast with Hiro/Naofumi, who spends the bulk of his time interacting with common folk, and so ends up more sympathetic to their plights and (surprisingly no reader) thinks of them as real people.

They weren't underleveled. It's that Naofumi got special snowflake bonus stats for collecting more shields while everyone else went on a speedrun to not risk losing.
I'll give an example of one of his biggest mistakes. In the resort arena the other heroes didn't believe each other about how they all had different methods to improve their weapons/stats. Naofumi went to his room, tested and as a result had the ability to prove that they weren't bullshitting each other. He deliberately chose to not tell them about this or prove it to them in a conference specifically designed to share information for the sake of the entire world not ending.
All of the major fuckups from then on were a direct result of naofumi withholding that information.
Spear hero realizing naofumi was telling the truth made him so strong that he took on the entire shield party at once practically solo while not even in his right mind.
You say realities like defending people from this wave of monsters but the entire role of heroes was to defeat the boss to stop the wave in the first place. It's entirely reasonable for them to not think about the village because the country itself should be defending it while they fulfill the very specific role they were given of ending the wave. Do you think most modern humans are going to assume the government is leaving a city of people to die instead of evacuating them? Is standing back to defend the village supposed to be helping when the longer the wave is up the more monsters arrive to make more people die?
Even that pinnacle of stupid they had where they think that if they fail/die they just restart a new game turned out to be entirely true.
