Astrology sees the planet Saturn with destruction and threat, and Naoko was real big on astrology back in the day so it's natural why she did this.
In the manga Pluto was the daughter of Chronos. Or is said to be. So that has to do why she's able to manipulate time.

The only senshi whose powers aren't the best fit for them are Saturn and Pluto.
The inner senshi, Uranus and Neptune all have powers based on the japanese/chinese/korean names for the planets (water, gold/metal, fire, plants, sky and sea). Jupiter also gets lightining because Jupiter=Zeus.
Going by the planets' names, Saturn should have earth powers and Pluto darkness powers. Going by mythology, they should have time/fertility and death/darkness, respectively, but Takeuchi clearly didn't care about any of that.

In this arc Saturn is definitely stronger than all of them combined.
Sailor Moons powers are a bit iffy though, technically the silver crystal has infinite power (and I mean, literally infinite) but how Sailor Moons "upgrades" fit into that, I do not know. Evidently she cannot just nuke every enemy she comes across, in fact maybe her powers are limited to healing and some vague form of "banishing darkness".
That said Galaxia can and did nuke entire planets with a single finger so I think her and Eternal Sailor Moon overshadow Saturn in power later.

I never understood how powerlevels in the Sailor Moon work. They generally go from barely super human to faster than light and planet busters towards the end of the story without the characters making note of the changes, but act like it's only natural and that doesn't make sense when they struggle with bad guys who are barely city busters for most of the story.
The thing I find weird is that when big bads start causing shit, it's like nobody other than the Sailors even notice.
Like, the monster could be destroying buildings, houses, schools, etc. but you never see people running, screaming or anything, not even looking for help or just standing there, they just vanish from the anime until the girls go back to their daily lives.
There might be some exceptions but most of the times they don't.

I finished all three versions of first arc. I can't decide which I liked the most, since each of them could use some polishing and each had good parts that were missing from other versions, like Venus vs. Beryl in the manga, Shitennou/Senshi pairings in Crystal (which I liked despite being a yurifag) and meta-humour of original anime, like frisbee episode and that one where they spoofed Sailor V OVA.

I already can't wait for Crystal version of Stars Arc. Most particularly I'm curious how much gory they portray Senshi's deaths. For example Mercury and Jupiter being obliterated by Sailor Moon's own attack was pretty brutal in manga.

I remember that game having weird balance. The last boss was practically impossible to defeat in the first battle so you had to line up your best characters in the second one which usually meant the outer senshi. Also lots and lots of grinding.

Outside of the messed up balance and the endless grinding needed, it was extremely fun like most SNES Sailor Moon games.
