Not that i don't like characters like juuzou, but when it's at rue island it just feels like the plot isn't moving. Honestly i think it has to do with the stress large regeneration puts on his body that caused it to go white. When he lost his arm that took a long ass time to heal, but kaneki had to regenerate four legs and two arms immediately. Also when he just regenerated the two legs he had white strands, then when he was getting sliced up and regeneration and kept getting torn apart it was half white. And then when he regenerated to the point he is now it went full white. Id like to believe this is why.
