Self-insertion is a Western meme. Westerners think in terms of self-insertion and project that onto the Japanese, and the meme has gotten out of hand so now almost any male protagonist is deemed a "self-insert."

I'd argue both Makoto's are actually decent protagonists. Denpa onna's makato being one of the best characters in his show while Mankoto is only a good character in hindsight. Saito is shit after season 2 but before this he's a decent ecchi protag.
