Just the swing itself has been shown to fuck him up, the whiffed uppercut against Bakugou in the exam for example.

Midoriya use's his fingers to create a shock wave using air resistance his fingers brake cause of the strain.
later Midoriya punches creating a shock wave but hits something that absorbs the blow some how the air resistance didn't effect him and there is no inertia.

He was able to control it subconsciously in this instance because it was his first time using it on a person and he didn't want to kill them even if it was a villain (because that's how heroes work).
So in theory he might have no problem controlling it against humans. He never tests that though because it could easily go horribly wrong if this once was just a fluke.

It is more like shock canceling than absorbtion.
It negated the actual shock, which is why his arm did not reach the breaking point.
For a really short moment his body is able to withstand the force, otherwise he could not execute moves with it at all.
So if the shock is canceled beore he reaches a certain point he will be alright.
