I definitely agree that this arc has gone on way too long, but it has been getting more enjoyable over the past few chapters, once Joe started his black magic. And I feel like the art has , in general, gotten worse and borderline moe at times. Hopefully once this arc ends the art will pick back up. But were sales for Prison School ever that good? I never thought of it as being a particularly popular series on Japan, or in general really.

Disagree completely, the first and best arc was very plot-centric, almost in equal parts with the comedy which made it never feel like a drag. Even well after the first arc, the pacing of the plot still kept in time with the comedy and kept things from getting tired.
Imagine how much better a read this would have been if the calvary contest had been 5 chapters from start to finish. Something great would be going on all the time and the plot keeps moving, instead of everybody being tired and bored of what's going on.
Then imagine if specific scenes like mari and risa falling over the table and grabbing kiyoshi's dick had been stretched out to take several chapters instead of just a few pages, and how much more mundane that would have been to read through. That's what happens when the plot does literally nothing. Plot has always been important

Perhaps he's heading towards the end now. Kiyoshi is going to confess to Chiyo. That alone is likely going to be an big plot advancement towards the end, whether she accepts or declines. If she accepts then something that Kiyoshi has been hoping to accomplish since the first chapter will be accomplished. That's been a big goal for him since the very beginning. If she doesn't then I'm guessing Hana route is going to happen.

Because, simply put, their story is most interesting and dramatic. Thus in a sea of comedy you feel their story more, though it definitely has its share of comedy too. Hana is genuinely in love with Kiyoshi and is the only character to have shown that kind of feelings towards him. Her going on about revenge is pretty much just an excuse to be with him. It's also unknown whether or not he is actually into her because if he is into her then he himself doesn't even realize it yet. Hiramoto has been trying to either foreshadow it or just throw up red herrings. There is actual emotion in their scenes beyond just OH BOY I TRIPPED AND HER NIPPLE WAS EXPOSED for the thousandth time.
But it's not necessarily that it has to have the two of them to be interesting, that's just why I think it's most interesting with the two of them. Hiramoto needs to get out of this damn arc. I'm guessing Chiyo is going to get some development in the next arc. Maybe she'll be interesting from it. There's just not much that can happen during this "battle" and it's been going on for far too long. Too many characters together at once so none of them get to shine, though I did enjoy Kiyoshi's death and resurrection.
