Another 4 years, and the 90s can be included in it.
An easy thing to think of is:
Is the generation who consumed it old enough to have kids who are the age they were when they consumed it.
Dragon Ball Z (in the US) was watched by mostly 12-16 year olds in the late 90s, mostly early 2000s. The oldest group is just now being able to have kids entering that 12 range.
Super Mario bros, though, was played mostly by 10 year olds, back in 1985. So that became retro back in like... 2005.
This is why things like Star Trek TNG isn't considered retro. It's average audience age was in their 20s, so THEIR kids need to be old enough to have kids of their own before it really counts.
