Cause the shows an Egoist music commercial that's also meant to bring otaku traffic to the noitaminA block and stave off production committee members from pulling out of funding noitaminA using waifu character designs and a whole bunch of popular people. Do you think anybody involved in making it cares about how it turns out in the long run if it's made to achieve a rather simple goal. You get those first few episodes to give people that extra reason to want to watch and buy it and then just whatever happens happens but you sure as hell don't need to keep up the animation quality for a full 12 episodes. I didn't start watching till episode 7 was already out, but its been a great ride at least up through there. Honestly the only problem I see is that this new conflict with Biba seems like a storyline that I've seen play out before in way too many series, and it doesn't help that Ikuma is magically the one who "sees through his lies" before even meeting Biba. Still loving the show though and would like to see more Attack on Trains in the future regardless of how bland the Biba arc ends up being.

Ikoma is working from a fundamentally different premise, one opposed to Biba's, and thus is not looking at him with the same rose-tinted glasses as everyone else. Because he doesn't see him as a badass hero of humanity, he's much less likely to overlook the little things. Think George Orwell and the Soviet Union.
