It's hard to judge how good she is as team leader. There's not much reason to assume that Dandelion could have prevented the other University detachment from doing the same thing if Arisu had ordered the breakthrough to come from Miho's side.
She's evidently not especially gifted as a tank commander, in terms of handling her own tank, since she gets gangbanged hard in the 3v3 whereas Katyusha and Erika managed to at least inflict losses on the same group.

See for instance Nonna, who's clearly the one calling the shots in any tank she gets into, but switches between the commander's position (sitting out of the hatch all the time) and the gunner (when plot calls for non-stormtrooper accuracy). Or Naomi whose "commander" doesn't seem to do much aside from being a lap pillow. Or Caesar and Saemonza who share command.

You can't just buy good officers, you either get lucky or you develop a robust training system and tradition over the course of years or decades. Saunders' senshado program obviously has the resources but hasn't been doing it long enough for that. The way Yukari talks about them, it sounds like they weren't a favorite for the nationals until recently.
Also, as was already said, it isn't clear how good Kay actually is. Remember, she would have beaten Oarai if she hadn't voluntarily dismissed the majority of her forces. Any advantage Arisa's spying gave Kay was negated by Miho's deception (Oarai didn't even lose any tanks during that phase, while Saunders lost 1, so Kay actually came out behind at that point in the match), but Kay was still capable of winning by Miho's own admission. Katyusha and Maho both lost to Oarai when using their entire teams throughout the match.

I get where you're coming from and I was actually thinking the same thing when I made that post. But Kay really didn't seem to have a plan for taking out Miho during the final encounter other than to follow the Flag tank with all her forces. I doubt her doctrine would have been much different with superior forces, hence why I'm skeptical as to whether she would have won even with numerical superiority.
As for KMM, Maho repeatedly demonstrated that her strength didn't rely solely on her numerical superiority. If anything, a smaller force would have better suited her playstyle during the battle with Miho. Numbers were however critical for Pravda, but again Katyusha employed tactics that could well have worked with a smaller force (albeit with greater difficulty).

Oh I agree, yeah. But the problem is that she doesn't so anything in the series to show that she's a good or bad commander whereas all the other commanders do. This omission naturally raises questions surrounding her competence.
