Only Fuyuki grail war set it up so that it could only be Hassan. But ever since the start other people could be Assassin even if they weren't Hassan.
For example it was noted since F/SN that Heracles could be assassin class, but due to the limitations of the Fuyuki war he would be barred from entering that class.
They put that restriction on the class because they only wanted legit heroes being summoned, and anyone that you summon in Assassin class aside from Hassan, is going to be an anti-hero at best typically. Any war that isn't Fuyuki war does not have the Assassin class restriction, because only the Fuyuki heads created that rule.

The silly "Hassan only" rule in the original canon gimped any assassin master, since they were essentially forced to always have the weakest servant of the war.
In the spinoffs, assassins are usually crippled through plot convenience like being so unstable they unavoidably murder their masters, or just being paired with a master too stupid to use their servant properly and ultimately job to a more important character.

It wasn't retconned, the canon was not changed, its just that this was only a rule in the Fuyuki war. Each war has its own rules and systems. Its not a retcon when some new grail war can do something that was against the rules in a previous grail war, since they are not the same grail war, and they have a different rule set up.

That happened in HF
Souichirou was killed by Hassan who was just summoned, and Shirou even felt it for just a minute as they were leaving that something was still in there. I think it was later revealed that Hassan was watching them at the time, since he was summoned in the temple.
Medea in her delirious state reveals that she definitely did not kill him, but if she realized this was going to happen, she would have in order to not feel this heart break. Also if Shadow had killed him, there would be nothing left, its very unlikely it could have killed him in the fashion we found him. It was noted Shadow did not want to leave any remainders, and could mostly just sap prana from people at that point since it was remaining hidden.
It seems Caster was in the temple on edge after seeing her guard killed, maybe Kuzuki noticed it first and jumped in the way to protect her, maybe he didn't notice, and then exploded in front of her to Zabaniya. She cannot detect Hassan as he slips in her barrier due to presence concealment.

The 4th and 5th wars had terrible Hassans, but that was because of their specialization. Other 3 that have been shown seems to be more effective, both Strange Fake's Hassans are incredibly strong, one is a monster in direct combat with the skills of the 23 clan leaders and the other has a presence concealment so strong he can attack without losing it. Imagine what Kirei could have done with any of them.
