I think that Ishida is going to force the Qs apart because they morally disagree with each other (I can imagine Mutsuki joining Aogiri, Urie joining the Washuus, Kaneki doing his own thing and Saiko being left all alone by herself.)
Mutsuki seriously reminds me of one of Abercrombie's characters Logen Ninefingers:

When he's out of that persona he sounds remorseful as a fuck. The narrative leads you to believe that he will change but he doesn't. In fact, he basically ends up worse than before.
Is she actually responsible or just a murderous schizo? It's an interesting moral question and I hope she stays this way, but it's a very exploitable bittersweet ending.
