It was a good episode. We finally got to see Fukase. I really liked his voice though, it really gave that creepy yet careless aura.
That part where he slammed Hayabusa's face against the cotton candy machine showed he isn't just playing games, he's serious business.

This episode, an adaptation of two chapters, was just a warmup for the finale. You may have noticed that the multi-chapter episodes (Hayabusa sumo, festival, and soon the ending) focus a lot more on the character interactions than Sakamoto's gags. I think whichever episodes adapt the arc consisting of chapters 22-24 will move slower than this episode by virtue of their long-form storytelling, but will be enriched by the greater amount of character drama.
You may have been caught off-guard by how Sano handles longer stories. Have you read the manga?
