The androids are like that because Piccolo thinks that Gero is the android they were going to fight (someone stronger than the Trunks that defeated Frieza). 17 is more than twice Gero because Piccolo doubled his power after fusing with Kami.
Tenshinhan is like that because even with the insane multiplier that Shin Kikoho gives he has to be that strong to block an attack from Buutenks (he is still far away from the base saiyans)
Krillin, Yamcha and Chiaotzu in the Cell saga only considered the saiyans while transformed in SSJ to be in a completely different level than them and Gero considered Yamcha a substantial amount to become stronger and he had him as strong as his calculations for how strong he thought Goku would be.
Roshi was way stronger than Frieza grunts but got tired from fighting so many
Videl knew post-Kami training techniques (ki sensing and flying for long range travel) and was close to Spopovitch who had an aura while flying (Nappa is the weakest character to have a ki aura)

The manga says so (when Yamcha reassured Marron during the Boo-arc tournament), the guidebooks and stuff all agree with that, new promo material for things as recent as the new movies all say so too, and even Toriyama himself in an interview reaffirmed it.
Before anyone mentions it, Tenshinhan's also an Earthling. The same guidebook racial guide that first mentioned he had distant alien ancestry STILL grouped him right in there with the other native Earthlings, including Kuririn. He counts as an Earthling and as such is weaker than Kuririn. Despite some of the impressive stuff Ten did, nothing since the Saiyan arc directly compared him to Kuririn in any way, so all the stuff saying Kuririn's stronger/strongest is uncontradicted.

One of DB's biggest messages is to not judge someone by their appearance. The small guy being stronger or a greater threat than the big buff guy is par for the course.
If you need a "why" or "how" for Kuririn being stronger... then the best bet is that the Grand Elder's potential-unlock for him on Planet Namek just shot him so far ahead that Tenshinhan never caught up. Ten training after Kuririn retired wouldn't matter if there was too big a gap between them. They don't gain strength from just training at a crazy rate like Saiyans do, and also unlike Saiyans their age would start affecting them by the post-Boo era.
