The writers have an extremely limited amount of character interaction material they can use and they stretch it out over the course of the entire show by coming up with extremely contrived ways for certain characters to be constantly separated even if it defies all logic so they can save their precious interactions for later. See: Yuzu and Yuya in Synchro. Or hell, everybody in that goddamned fucking hotel that was written specifically to prevent any characters from interacting.
Yugo and Rin aren't going to be able to interact until the very final arc.

Yuya doesn't even use his ace monster except as scales or overlay material. Yugi barely used Dark Magician. It got bodied all the time. Only Stardust and Hope are any good and only Stardust is good on its own merits. Hope is just used to rank up.

Dark Magician may be garbage but is still more usable garbage than Neos and the support it got makes it a functional deck even if it will never be even close to tiered. Odd-Eyes is very usable as it searchs wisdom-eye and dragon pit, even if in the end phase and is used for Absolute, Vortex and Meteorburst. Neos can't come even close to that
