Top: Digimon Tamers(no need to watch the prequels), Jin Roh. Holy fuch is this list shit. Anyway some ofther shows worth watching.
Fun/decent stuff: Toradora, Puella Magi Madoka, Durarara, Fate/zero, Golden boy, Ruroni kenshin
The rest are forgettable mediocrities that faded into obscurity because they have little to offer that would be worthy of remembering. Move on to subs or pirating after those ones.

Hmm, well from similar type of silly anime romcoms Toradara is pretty much the best. Something similar would be Kimi ni Todoke, maybe Ouran High School Host club but that one is less romance focused and more comedy focused. Both of them have great dubs so access them however you can.
But the best romcom in anime form is definitely KareKano. The visuals are dated but the character progression and the relationship progression is on the next level. Just make sure you stop watching after ep18.
