That curve ball came out of nowhere and was resolved offhandedly after making effectively 0 impact plot-wise, and then offhandedly mentioned 10 episodes (in a completely unrelated non-sequitur, I might add) later that she was no longer an heir.

It actually had an impact. The potential future devil queen is on the lookout for a consort, and she really really wants it to be Jiro, who impressed her with his talk of justice and wanting to make the world a better place and help superhuman beings.
However, Jiro was ultimately all just talk, and because of drugs, she applied her dark and deep feelings for Jin/Phantom Sword Claude, seeing him as all the ideals that Jiro should embody, helping him enact his bloody path of vigilante justice, avenging superhumans who were mutilated and turned into machine-enhancing parts.
With her teleportation witch powers, she helped Claude evade the Superhuman Bureau long enough that he could rile up the students into becoming anti-governmental anarchist revolutionaries, and becoming a symbol to fight the establishment (which is of course all as planned by the Imperial Advertisement Agency).
After Emi sealed Kikko's demon spirit essence away, she is however not a queen candidate anymore, and is now mortal.
But who knows, perhaps Kikko will regain her immortal demon essence. Her main inspiration, Sally the Witch did manage to become queen of the magic world.

It's a reference to Sally the Witch, more or less the original Magical Girl. Kikko's normal attire in cour 1 is even strongly reminiscent of Sally's. Sally is princess of the Magic Kingdom, but pretends to be a normal girl and lives her childhood days on Earth while concealing her true nature. In the end, she must part with her friends on Earth and return to the Magic Kingdom to take up the crown and become Queen.
Kikko is specifically referred to as coming from "魔界", Makai, which can mean either "Hell/Demon World" or "World of Spirits/Magic". Further, she was very focused on properness and Claude/Jiro's "Justice" and never actually did anything that was definitely morally evil during her stint in her Queen form, the only reference we have to the contrary being implication via the words of Ullr, who obviously has his own, as of yet unknown agenda.
The reason it's being brought up again is because as the female lead, she and her full backstory and true nature are probably going to play an important role of some kind in the final arc.

Kid dick shows up in a few shounen but the reason is probably just because the majority of anime are centered around high school kids. Some of the more mainstream shows still manage to keep it. I don't understand why it needs to be regulated. The market will slow curb that. If the populace doesn't have a scat fetish the shows won't get funding/air time (I assume the prime time stuff works like elsewhere, that is time slots cost in some ratio to what kind of ads could be shown). So if a show was to air at prime time with scat only a tiny fraction of the market would want to watch it and any advertisers would not want their aids during that period. Simply not in the primary interest of the broadcaster, which is hwy you have nice unregulated channels that don't give a fuck, which I think happens with some of the cable channels playing 'less censored' things later at night, but still being so shitty you need to buy BD's.
