Honestly? Because GSC is a real world, contemporary(well, for the time) setting in the US and Phantom Quest Corp is just more magic fantasy bullshit.
Don't get me wrong, I loved Phantom Quest Corp, but as far as settings go it doesn't stand out nearly as much as Gunsmith Cats.
Also, I don't really think they're the same tone at all, but I has been awhile... I need ot dig out my tapes and rewatch some stuff.
