Nope, she was a singer songwriter (aka guitar playing singer) that was small-time and only played at small events/shows. She acted in a few things and stage plays too.
Honestly, if Megumi wanted to help modern anime, she shouldn't have gone into semi retirement for 15 years. While most seiyuu can't help shape the direction of anime, she was one of the few who could. Just by her being attached to a project, that show could have gotten a bigger budget and tons of marketing.
But that aside, there was still plenty of good shows that came out without her name on it. So I'm getting a little tired of so many generalizations from these people in the industry. Yes, there's plenty of shitty shows now. But there also was back in the 80s and 90s. A few Megumi was a part of. Plus, even with Megumi coming back, the last season of Slayers was horrible. Why isn't she speaking out against that?
