There's plenty of shows where the characters start off as a normal person. These characters are usually given powers by some other being.
Yakumo from 3x3 Eyes is probably the best balance of this. He's a pretty average guy who can barely hold a job and just wants to live a normal life, until he is forcably turned into an undead being (effectively given immortality). But outside of this, he has to spend years learning magic and skills to actually be effective in combat. He remains a typical guy whos only real given power is not dying.

I want a classic fantasy about a washed up former big bad who was defeated before by heroes. Surviving the final encounter despite the loss, he lives in relative obscurity and peace in a remote location until former members of his armies find him and convince him to take up arms once again. Learning from his past mistakes, he sets out to conquer all with his devious plans.
Dude OP there's so many that do exactly this, just look at all these anime from two decades ago that in no way represent modern interests. Don't be such a secondary.
