Correct me if I'm wrong then, but plot is just a part of the story. To be more precise, the central theme of the story. For there to be plot, there has to be an actual story to be told. In case of Gochiusa, just like with a lot of other SoL anime, usually the story pans out for half an episode. There is no actual story or an actual plot to follow, which is technically the same thing.
