Quite a lot of Teigu in the series have some sort of energy/resource limitation, like Koro overheating, Esdeath only being able to use her time freeze once a day, the time limit on Incursio's invisibilty etc.
He also did hit people though, we saw him zap Leone, gut punch her, swat Akame and deck tatsumi.
Pumpkin's whole thing was that it got stronger depending on the danger she was in, and her emotions. It's a pretty reasonable weapon to have grow stronger during a confrontation

Those are all on on one move though, Koro only overheats after berserker mode, it is only time freeze that has limits and that only because of esdeath's limits not because the teigu runs out as we know she can make ice forever, and I forgot how the invisibility worked. All of Budo's attacks drain his meter and needs some manner of fuel.

Yeah but before then we never saw a shot get stronger mid shot. She always gets stronger first, when Koro tanked her hit early in the series her shots didn't get stronger to while blasting to compensate. However with Budo she fired against budo she got in a beam struggle in whith budo and because Budo's was a little stronger he beam got even more powerful. The problem is that it has never before gotten stronger mid attack we have seen it fail before with koro and Budo tanking it and neither time did it get stronger mid blast because the enemy was too strong. she also was using the rifle mode so she couldn't have fired a second shot. Not to say that Pumpkin can't get stronger mid blast but up until that point it never has.

I think most of Tatsumi's injuries were hidden under his armour, the cut-aways were only of his head, so it wasn't until the armour released that we saw more injuries.
Mine probably caught some of the dirt/bruises while the girls were dodging Budo's lightning attacks when he went ballistic.

I think the difference there was that they were just being resilient/tough, whereas in the beam war she was going up against a direct attack, which increased the danger, plus her desperation.
