Hisoka can alter his aura's consistency into an incredibly sticky substance somewhat akin to bubble gum, albeit much stronger. It can be used to pull opponents within punching range for a flurry of rebound pummels. Bungee Gum can both stretch and contract, depending on what Hisoka desires. It can be attached either by pointing at his target or through direct physical contact. Additionally, Bungee Gum can also be used to cover a greater area by molding it into a sheet rather than a string.

This is the part where you are wrong. Who told you he stole it? The previous user was the Meteor City's Elder. If you've read the manga, you'll know how close they are and the lengths they'll go just to defend their home. If the Elder willingly gave his ability to Chrollo in order to defend the city and then, knowingly, sacrificed himself for that cause, that could very well make his ability stay in this world and be strengthened thanks to his devotion.

The thing that I don't understand, is when did the Elder give his power to Chollo? He died apparently. With the conditions of Skill Bandit he couldn't have gotten them from a dead man, so it must have been before that. But the manga implies he still used his powers after and an heroed in a fuckton suicide explosion when invaders came, which shouldn't be possibly if he gave his powers to Chrollo.

It's more logical to kill Hisoka than Chrollo at this point. Hisoka's only relevance is tied to two characters - Gon and Chrollo. He's fighting one now, the other has lost his Nen and also doesn't give a shit about Hisoka. So, either way, once the fight ends, so does Hisoka, narratively-speaking.
Chrollo, however, still has an integral conduit to the story via both Kurapika and the Ryodan. With his chains broken, the Ryodan no longer have any reason not to go after Pika, while Pika himself should find out about Chrollo being released from his bind. Chrollo's mileage has the potential to reach anywhere from the boat to Meteor City. There's clearly far more potential for him to contribute to the story than Hisoka, and Togashi probably knows this - and that's why Hisoka will probably die.

Their mission was to hold just one of them at bay for enough time to after the king, and they couldn't even manage that for 30 seconds without getting seriously fucked the hell up. It's pretty much impossible to see Hisoka beating Ypupi, or the other two if they're anywhere near as strong.
