He's bland as far as a villain that actually is trying to accomplish something, or for being around. But as far as a theme goes, he's pretty good.
Diavolo is basicly an anti thesis to existence. He wanted to essentially be a god. An unknowable entity that commanded his gang from on high. He rejected reality and wanted to live outside of its fate.
Part 5 was about accepting reality and that our lives are fleeting and that the most that we can do with them is simply to live. Diavolo never accepted this and because of that, he will never be able to effect reality now.
Because of that message and of what happened to Diavolo, he's always going to have a place in my mind and that makes him a good villain for me.
Kind of funny in a way. Diavolo will never have a place in his reality, but he will always effect ours.

The thing is, DIO isn't a terribly deep character, it's just that his tenacity and combination of the right villain attributes that makes him stand out. It really helps that everything about him is fucking bizarre. It's not just DIO coming back from the dead, it's him with the body of antagonist of the first fucking part.
When I look at the differences between part 1 and part 4, comparing DIO to how he was in part 1 is really strange.
It makes me wonder if DIO coming back for part 3 and Stands were always planned from the beginning.
