Straight release otherwise it would have been noted by now. On the overproducing I really can't say. Triumphant Excalibur was during her last release, and she binned. It's also possible GSC has learned since then to not over produce, and stores learned not to order too many extras. I've notice these past few releases I've been interested in they seem to sell out rather quickly after release from most Japanese stores. You also have to realize her price may rise after she is sold out, which seems to be standard for GSC (well most any) Saber, especially with FGO still being big.
If you really want her, I'd say PO her. If you're hesitant you can gamble on release if she's not high on the 'to get' list.
