He doesn't have all the powers. He have the powers of those he defeated. We don't know the limit of quirks, but we know they follow zero logic based on Todoroki's. We could have
-Time stop and time manipulation/cut
-Magneto
-Gravity Control
-Matter/Energy creation with no limit
-etc
Also you have to take into account that the quirk itself doesn't matter much, it's how much you can scale it. Taking magneto, for example, could be a guy that just control some metal things and then could be a demigod that brings satellite from space to use as meteors, use colossal magnetic fields as shields and can generate and direct fucking lightnings.
Everything can be scaled up.

I think power creep is a bit more under control in BnHA because of the unique nature of quirks since you can't learn them (AFO and OFA being the exception and therefore extremely strong) and because you are already shown the strongest villain and hero.
