It depends. Sometimes it only exists to give the manga more time to progress, sometimes it is a device used to help slow the pacing of the show. It's not always bad to have a content sparse episode if it's used as a mechanism to help the overall show be more digestible, constant bombardment with information can ruin a viewing experience.
We all know the real answer.
But if it's fun, who really cares?
Filler is an adaption thing and is used to pad out material to either make the source last longer or give the source time to release new material to adapt.
Full arcs and dull moments away from the main plot in an original series is not filler. Just boring parts of the story.
