Whether it's English or not isn't up to Merriam-Webster. Their only role in the whole thing is to chronicle the language.

It's up to people who speak English. If it's spreading around the English speaking community, then that means that it's becoming a part of the English language, whether the dictionaries acknowledge it or not.

This is impossible in the long run. If a phrase or word is used enough, it no longer becomes associated in your mind as foreign. Just consider many of the words I used in my sentence which were originally thought of as fancy French words, like considered, impossible, foreign, sentence, and originally

English does not claim ownership over words from other countries any more than other languages that borrow words. Most people just don't realize the difference because it gets obscured by the lack of necessity to care where the word came from. Phrases that haven't been mutated by the English language through extensive use such as 'bon appetit' are still recognized as foreign, and are only thrown around for style/effect.

If you looked in the dictionary for a random word, you would notice the section where it explains the word origin.
