It does suffer from Brown Shinji being pretty much, well, proto Asuka in temperament for the first half of the series. But she does get better.
There's also the terrible drop in quality for the Island Episodes, where the show was outsourced to Korea because Gainax couldn't keep up with demand.
Still, they're worth watching because they DO have some important character development and there are the Red Noah episodes, which actually explain the Secret of the Blue Water.
The final episodes, where the show goes Full Anno, are easily the best and make all the pain from the bad, outsourced episodes and Brown Shinji's bitchiness all worth it.
