You should (futilely) try to convince someone relatively low-level (police officier or whatever) that the north tower will be hit first, and then the south tower 15 minutes later.
Then you need to start a fire in the north tower to get people to evacuate. Once the north tower is hit, call up that guy you talked to before and tell him you told him so. He should be able to get the south tower to at least start to evacuate before the second plane hits.
This will only mitigate the deathtoll. The people on the planes are screwed.
