I mean, I get what he's saying. There's this sort of air of lewdness that's palpable in the way every character moves. It's less blatant than pantyshots, but it's constant, like every moment with a character onscreen is somehow lewd even if they're not even the focus of the shot. And, when they are the focus of the shot, oh baby.
I think it's the way that the art-style represents body shape and proportions. It's semi-realist, which draws a lot of attention to minute details like the curves of the hips, and torso. Even when it's not explicitly trying to draw your eyes towards those features, the art style seems lead you there. Also every single character has this lushous, prolific ass that's almost criminally perfect and they take every opportunity to remind you of it.

Good characters, their interactions are great, it's beautiful, brilliant sound design, all of the jokes are fantastic with amazing comedic timing, it keeps you engaged despite being simplistic, it incorporates its magic and witch stuff subtly, like it should since it's literally a part of the world, and so it doesn't feel tacked on.

As someone who's read the manga, the anime feels way worse. The art is worse, the voices and BGM seem uninspired and boring, and the OP annoys the hell out of me for how similar it is to past J. C. Staff OPs. Plus the pacing doesn't really transfer well to the anime format.
Basically, it adds nothing to the source material. My advice is just to read that first and then maybe keep watching the anime if you liked it enough. The manga really is great, and I'm kinda disappointed the adaptation has been so meh.
