Much as I like Gundam Wing, I've gotta say no. It's not even close to being the best. It is, at least, the anime that got me into anime, so it has to be at least pretty good.
That said, I ended up watching it for the mechs and politics than the plot or characters, and the voice acting/writing was pretty bad.
tl;dr:pretty good show, and fun for entry-level, but there's definitely better out there.

Absolutely not. Unless bland characters, simplistic plots and attractive character designs constitute "best anime ever".
It's one of the best 50-episode format animes, though. Lots of 50-episode animes have at least one arc that just sucks (like Zeta's Rosamia arc). I'd say that at least the Sanc Kingdom arc sucked less than the aforementioned one.
