It took Shuiesha three years to realize that people didn't like Toriko as much as they pushed it, BnHA has barely even started so far the LN sold well and the TCG is getting great reception. Anime wise its doing its job second episode rating scored higher than the first and Shueisha isn't focused on DVD sales vs merchandise in general if they were then Souma and World Trigger wouldn't have gotten continuations. Just give it time there's still a game and a stage play coming out

Shueisha is benefiting from the decent manga boost but the other companies in the production companies that funded the anime don't get any share of that. They're probably worried right now about the TV ratings and the pre-orders for the BDs. If it doesn't do well then there's no reason they'd fund a sequel unless Shueisha funds it for the heck of it.
