They are allowed on TV. But western ideals have caused changes so that the uncensored anime versions are aired at night time. The censored version will appear in the day. This is why shows like Freezing or Sekirei had multiple fansub versions. Naturally, anime versions made for USA consumption (e.g. crunchyroll --> horriblesubs) will be censored or have the frames from that scene missing.
Some fansubbers use crunchyroll as their source of raw anime footage instead of getting them from japan satellite, so those raws will be censored as well. So getting a subtitled version from a fansub group is no guarantee that the anime is uncensored if the group didn't take the trouble to get the uncensored version from satellite.

JoJo's Bizarre Adventure censored smoking in the Crunchyroll version. The face was blacked out in very obvious heavy-handed censorship because JoJo was 16-years old and smoking. Jojo violates USA public media decency law for tobacco or alcohol consumption.

Crunchyroll would censor out bloody jagged flesh from JoJo's Bizarre Adventure by blacking it out. The most humorous censorship was with Terraformars. CR got a lot of flak for that.

Have you ever thought that there are religious or conservative people that also speak out just as you did "I pay good money for CR and it had better not pollute my children with porn or other bad idea."
