It doesn't matter whether she knew or not, the sequencing is completely retarded. The author can write a non-shit sequence of events just as easily as he could have put a minor foreshadow for the legend all the way back in chapter 5.

You are correct in that Akira gets bitten in chapter 69, however you are wrong about them talking about it in chapter 70 for the first time. In chapter 67 Rozenman is talking to Angie (fagboi werewolf) and when Angie walks off Rozeman talks about wanting a taste of Angie to which his fatass aide tells him that that's a bad idea due to the whole cell death from a werewolf getting infected. That bit in chapter 70 was expanding upon the small bit of information we were already given, explaining that werepires were a thing but now they're not because vampires don't want to have to deal with werepires because they are uncontrollable (as in they aren't slaves to the master vampire via the bloodbond).
As to the Beowufl council knowing about it, it's quite clear from their dialogue that they did not know for certain what would happen, merely that they suspected that perhaps the whole issue wasn't as clear cut as it could be.
Is it a perfect sequence of events? No, but it's explained well enough there is a bit more mystery than I'd like but I have a feeling it WOULD have been greatly expanded upon in Scarlet Order (since Akira being a werepire is a MAJOR plotpoint in Scarlet Order and is suggested to be a part of a ancient prophecy) if it hadn't been canceled.

Like I said, while not perfect we got shit in a logical series of events, Rozenman gets reminded of the cell death to which the reader might go "Why is there cell death in werewolves specifically?" to which that is answered after it actually becomes pertinent.
